LABOUR MOBILITY AGREEMENT SIGNED BETWEEN INDIA AND ISRAEL

Will the Minister of EXTERNAL AFFAIRS be pleased to state :-

(a) the steps taken by the Ministry and the safeguards put in place to ensure the protection and safety of Indian workers taking up employment in Israel under the labour mobility agreement signed between India and Israel in the nursing and construction sectors;

(b) whether the aforementioned workers are required to register and are entitled to protection on the Ministry’s "e-migrate” portal; and

(c) whether the Ministry plans to provide medical/healthcare insurance and minimum employment guarantee to the aforementioned workers?

(a to c) Government accords the highest priority to the safety, security and well-being of Indian nationals abroad including Indian workers. As per the framework Agreement and Implementation Protocol signed with Israel, Indian workers shall enjoy equal treatment with respect to labour rights as Israeli citizens and shall be provided with proper lodging, medical insurance, and relevant social security coverage.

The registration at e-migrate portal is mandatory for Indian workers, holding Emigration Check Required (ECR) passports, proceeding for overseas employment to any of the 18 ECR countries, which does not include Israel.
