SELECTION OF AGENCIES FOR ORGANIZING EVENTS

Will the Minister of EXTERNAL AFFAIRS be pleased to state :-
(a) the details of the events organized with regard to dialogue with different countries during the last three years;
(b) whether the Ministry has fixed norms for selecting the parties, if so, the details thereof;
(c) whether the Government carried out any competitive bidding to select the agencies for conducting such events, if so, the details thereof along with the process followed by the Government for selecting the agencies; and
(d) whether the General Finance Rules of Government of India is applicable to such selection process, if so, the details thereof?

(a) Major events organised by MEA with regard to dialogue with different countries in bilateral, plurilateral and multilateral formats include 310 meetings (including 218 meetings of the G20) in 2023; 75 meetings (including 9 meetings of the G20) in 2022; and 260 meetings (including 235 in virtual modes due to the Covid pandemic) in 2021.
(b) The countries participated in each of these plurilateral/multilaterlal meetings were the existing members of respective grouping/mechanism.
(c & d) Yes. Norms laid down in General Financial Rules (GFR) 2017 of Government of India are followed in the selection of agencies for conducting such events.
