PERMISSION FOR FOREIGN TRIPS

Will the Minister of EXTERNAL AFFAIRS be pleased to state :-
(a) the number of times permission was granted to the Chief Minister of Kerala and his colleagues in the Cabinet for foreign trips over the past 7 years;
(b) as to who all have been granted permission for foreign trips and the countries to which permission has been granted;
(c) whether Government has denied nod for visiting any foreign countries, if so, the details thereof; and
(d) whether it has come to the notice of Government about any Minister in Kerala Cabinet who has undertaken foreign trips without prior permission, if so, the measures taken in this regard?

(a to d) As per available information, 20 times Political Clearance for visits abroad were given by Ministry of External Affairs to the Chief Minister of Kerala with accompanying delegation over past 7 years. Chief Ministers and Ministers in the State Government/ Union Territories are supposed to seek political clearance for visits abroad.
