MIGRATION AND MOBILITY PARTNERSHIP AGREEMENT

Will the Minister of External Affairs be pleased to state:
(a) whether there has been any progress on the Migration and Mobility Partnership Agreement (MMPA) with Government of Canada;
(b) if so, the details thereof and if not, the reasons therefor;
(c) the follow-up and action taken after the tragic incident where Gujarati family died due to extreme cold weather in Manitoba while illegally trying to cross the Canadian border taking help from a human trafficking ring;
(d) whether Government has assessed the reasons for decline in convictions of human trafficking cases; and
(e) if so, the details thereof and if not, the reasons therefor?

(a & b) Government of India is engaged with the Government of Canada and discussing ways in which mobility can be streamlined and safe and legal migration can be facilitated.
(c) After the tragic incident of death of an Indian family while crossing the Canadian border, the High Commission of India and the Consulate General of India in Toronto provided all possible Consular Assistance to the concerned family members.
(d & e) The National Crime Records Bureau (NCRB), Government of India compiles crime statistics reported to it by the States and Union Territories and publishes the date in its annual publication ‘Crime in India’. As per the latest published report of the year 2021, details of cases convicted and conviction rate for the year 2018-2021 under human trafficking are as under:

As ‘Police’ and ‘Public Order’ are State subjects, the responsibility to maintain law and order and investigation and prosecution of crimes, including human trafficking, vests with the respective State Governments who are competent to deal with such offences under extant provisions of law. ****
