†395 SHRI REWATI RAMAN SINGH:

Will the Minister of External Affairs be pleased to state:

(a) whether Government's attention has been drawn to the news reports that after fighting the war with Taliban and Al Qaeda for 20 years in Afghanistan, the US military is now withdrawing;

(b) whether Government is aware of China's intention to extend the China-Pakistan Economic Corridor (CPEC) to Afghanistan;

(c) whether it is a fact that if China succeeds in its intention then it would be a matter of concern for India; and

(d) whether Government is reviewing its foreign policy in this regard?

ANSWER
THE MINISTER OF STATE IN THE MINISTRY OF EXTERNAL AFFAIRS
(SHRI V. MURALEEDHARAN])

(a) to (d) The Government has noted the US Government's announcement that U.S. troops, as well as forces deployed by its NATO Allies, will leave Afghanistan before September 11, 2021.

We have seen reports regarding the extension of the so-called ‘China-Pakistan Economic Corridor (CPEC). India’s position on CPEC has been clear and consistent. It passes through parts of the Union Territories of Jammu & Kashmir and Ladakh which are under illegal and forcible occupation of Pakistan and hence impinges on the issue of sovereignty and territorial integrity of India.

We are of the firm belief that connectivity initiatives must be based on universally recognized international norms. They must follow the principles of openness, transparency and financial responsibility and must be pursued in a manner that respects the sovereignty, equality and territorial integrity of other nations.

As a contiguous neighbour, India supports the Government and the people of Afghanistan in realising their aspirations for a peaceful, democratic and prosperous future where the interest of all sections of Afghan society including women, children and minorities are protected.

The Government continues to closely monitor the developments in Afghanistan, including the evolving security situation and takes all necessary measures to safeguard our national interest.
