ROLE OF QUADRILATERAL GROUP IN SOUTH ASIAN SECURITY

3442. SHRI MAHESH PODDAR:

Will the Minister of External Affairs be pleased to state:

(a) the role Government envisions for the Quad group (Australia, United States of America, Japan and India) in ensuring balance of powers in South Asia;

(b) whether Government believes that the Quad can play a positive role in maintaining peace and stability in the region, in light of developments such as the coup in Myanmar; and

(c) the various strategic initiatives undertaken in coordination with the Quad?

(a) to (c) Government engages with various countries through plurilateral platforms on the basis of our shared interests. India is engaged in consultations with Australia, Japan and the United States of America under the Quadrilateral framework on regional and global issues of common interest with the shared vision of a free, open and inclusive Indo-Pacific region.

At the first Quad Leader's Virtual Summit held on 12 March 2021, the Leaders agreed to respond to the economic and health impacts of COVID- 19, combat climate change, and address shared challenges, including in cyber space, critical technologies, counter-terrorism, quality infrastructure investment, and humanitarian-assistance and disaster-relief as well as maritime domains. They announced three working groups :

A vaccine expert working group to expand safe, affordable and effective Covid-19 vaccine production and its equitable access.

A critical and emerging-technology working group to facilitate cooperation on international standards and innovative technologies of the future

A climate working group to strengthen climate actions globally on mitigation, adaptation, resilience, technology, capacity-building, and climate finance.

With respect to discussions on recent developments in Myanmar, India reiterated the need to uphold the rule of law and its democratic process.
