INDIAN CITIZENS WORKING ABROAD

Will the Minister of External Affairs be pleased to state:
(a) the total number of Indian citizens working in other countries, country-wise; and
(b) state-wise distribution of Indian citizens working abroad?
(a) & (b) As per data available on the e-Migrate portal, country-wise data of Emigration Clearance (EC) issued for 18 ECR countries during last three years is given in Annexure - A.
State-wise distribution of ECR passport holding Indian citizens working in 18 ECR category countries, based on data available on the e-Migrate portal is given in Annexure B.
Bureau of Immigration (BoI) maintains departure and arrival data of Indians. But there is no index for specifically capturing the category of Indians going abroad for employment/work purpose. Purpose of Indians for going abroad is usually captured manually based either on their verbal disclosure or the type of visa of the destination country produced by them at the time of according immigration clearance.
The number of Indians who verbally disclosed their purpose of visit either as employment/work or produced employment/work visa of the destination country while going abroad for the period from 01.01.2020 to 27.07.2022 is as below:
