Visit of President of Mongolia to India (September 19-23, 2019)

  • H.E. Mr. Khaltmaagiin Battulga, President of the Republic of Mongolia, paid a State Visit to India from 19-23 September 2019. He was accompanied by Foreign Minister Mr. Damdin Tsogtbaatar, Mr. Byambasuren Enkhamgalan, Minister of Road & Transport Development, other senior officials, as well as a 25-member business delegation. Besides the official engagements in Delhi, President Battulga will also travel to Agra, Bodhgaya, Nalanda and Bengaluru.
  • During the visit, President Battulga held talks with Rashtrapatiji, Prime Minister and the Vice-President. MoS (EA) also called on President Battulga. The leaders noted that India-Mongolia relations are based on the strong foundation of our shared Buddhist heritage and shared values of freedom and democracy. They expressed confidence that the visit of President Battulga will help broaden and deepen the Strategic Partnership between the two countries.
  • PM Modi and President Battulga jointly unveiled a Buddha statue, which has been gifted by India to the Gandan Monastery in Ulaanbaatar. Prime Minister Modi also gifted President Battulga a Kalash of Gangajal to be poured in the ‘Ganganuur’ lake of Mongolia. According to a Mongolian legend, one of the Buddhist monks from India had carried sacred water from river Ganga and poured it into a lake which led to this lake being named ‘Ganganuur’.
  • Mongolia underlined that terrorism cannot be justified on any grounds whatsoever and it should not be associated with any religion, creed, nationality and ethnicity. Both sides have agreed to work together to further strengthen the efforts to counter and prevent terrorist financing and agreed that resolute and credible steps must be taken to eliminate safe havens for terrorists and their activities.
  • Mongolia also conveyed its decision to join the International Solar Alliance, strengthening our ongoing efforts to promote renewable energy and reiterated its support to India’s candidature for permanent membership of the UNSC.
  • Reciprocating India’s gesture of exploring the e-visa scheme for Mongolian short-term travellers, Mongolia announced a visa-on-arrival scheme for short-term travellers from India.
  • On Mongolian request, India announced an additional US $ 236 million Line of Credit (LoC) from India to Mongolia for the ongoing Petrochemical Refinery Project in Mongolia. India had already announced a US $ 1 billion LoC for the Oil Refinery Project, which will reduce Mongolia’s dependence on its neighbour for oil and gas and contribute to its long-term energy security and economic development.
  • The two sides issued a Joint Statement. Following MoUs/Documents were also signed by the two sides:

    • Cultural Exchange Protocol (2019-23);
    • MoU in the field of Disaster Management and Disaster Risk Reduction.
    • MoU on Cooperation and Usage of Outer Space for peaceful and civilian purposes.
    • Comprehensive Work Plan for cooperation in the field of Animal Health and Dairy.
