Agreement signed between MEA and Indian Academy of Highway Engineers envisaging establishment of Regional Materials Testing Laboratory in Uganda

In order to complement the efforts of the Government of Uganda to enhance its capacity in Highways Sector, today Ministry of External Affairs signed an Agreement with Indian Academy of Highway Engineers(IAHE), Ministry of Road Transport and Highways, Government of India. The agreement envisages the establishment of Regional Materials Testing Laboratory (RMTL) in Kampala, Uganda. The current Agreement authorizes the Implementing Agency, i.e., IAHE to execute the Project, which will not only create the local facilities for material testing, but also train the Ugandan people.

Pursuant to the decision to establish the RMTL during India Africa Forum Summit, an Agreement between the two governments to this effect was signed recently during the visit of Prime Minister Shri Narendra Modi to Uganda on July 24-25, 2018.

During the Visit to Uganda, in his maiden Address to the Parliament of Uganda, PM announced the Ten Guiding Principles for India's engagement with Africa. The RMTL Project aptly fits in the spirit of these Principles which inter-alia, guide us to rely on African talent and skills and to build as much local capacity and create as many local opportunities as possible.
