Shri Anurag Srivastava, Official Spokesperson: Friends Namaskar and good evening. Welcome to this weekly briefing in the virtual format and I'll start with the short announcement in the form of an update on the Vande Bharat Mission. VBM crosses the 2 million mark. As on 29 October, 20.55 lakh Indians have been repatriated through different modes of the Vande Bharat Mission viz. Air India, private and foreign carriers, chartered flights, naval ships and land border crossings. Under Phase 7 of VBM, operational since 1 October 2020, 1057 international flights would have been operated by the end of this month, from 24 countries, reaching 22 airports across the country and repatriating an estimated 1,95,000 persons. These include flights from among the 18 countries with which India has a bilateral ‘air bubble’ arrangement in place. The air bubble arrangement has been working satisfactorily adding to the capacity. We have started our internal preparations for the next phase. Moving on to your questions Shri Yatin Patel, OSD (PR). Could you please take over?

Shri Yatin Patel, OSD (PR): So the first set of question is on Two-Plus-Two dialogue. Sandeep Dixit from the Tribune has asked "could you please elaborate on Two-Plus-Two discussions and India's view on trade, energy, investment issues?” Shankar from India versus Disinfo has asked "during the just concluded Two-Plus-Two Ministerial Dialogue was there any detail talks over supply chain issue?” Jai Prakash from dainik jagran has asked "Kya Two-Plus-Two warta mein iran mein chabahar port ka mudda utha tha? Kya America ne bharat aur iran ke bich Chabahar port ke development planning ko green signal diya hai?” (Questioned in Hindi; Approximate Translation) "Did the issue of Chabahar Port in Iran came up in Two-Plus-Two talks? Has the US given a green signal to the development planning of Chabahar Port between India and Iran?”

Shri Anurag Srivastava, Official Spokesperson: On this I'm sure all of you would have seen the Press statements by EAM and RM after the Two-Plus-Two Ministerial Dialogue as well as the joint statement that we issued following the meeting. Largely the format of this Two-Plus-Two was reflective of a comprehensive strategic global partnership that we have with the US under which a range of foreign policy issues were discussed and these issues included regional and global issues of mutual interest. The discussions covered various elements of our bilateral partnership and there was a sense of satisfaction that the partnership has grown in virtually every domain including trade, energy, defense and education. We are also engaging more intensively on matters of National Security and both sides are working more closely in multilateral formats. One important focus of discussions was the Indo-pacific region and there was a reiteration that both sides felt that peace, stability and prosperity was important for all in this region. We also discussed cooperation and multilateral platforms particularly in the context of India entering the UN Security Council as a non-permanent member with effect from the first of January 2021. As regards trade issues, we agreed to rejuvenate and expand bilateral trade in the wake of the Covid-19 pandemic and the ongoing discussions between the United States trade representative and our ministry of Commerce and Industry to reach an understanding on improving market access on removing barriers to trade as well as to improve the business environment was noted during these discussions. In the field of energy there was a sense of satisfaction that there has been significant progress under all the four pillars of the strategic energy partnership and these pillars cover oil and gas, power and energy efficiency, renewable and sustainable growth and I think you would also recall that an MOU was signed recently in the area of strategic petroleum reserves, which is also something which was welcomed during this Two-Plus-Two dialogue. In the area of energy another significant development is the announcement of the extension of cooperation of the two sides under the global center for nuclear energy partnership and this extension of MOU was something which was an announcement that was made after the dialogue. Particularly on supply chain issues, there was a reaffirmation of support to enhance supply chain resilience and also to seek alternatives in the current paradigm and there was a feeling that we need to seek alternatives because these supply chain have come under strain during the pandemic and they have exposed vulnerabilities. The Ministers also sought support for global economic recovery and the need was felt that we need to emerge from this pandemic more resilient than ever. On the question from Jai Prakash on Chabahar Port, I would say that our development assistance and multimodal connectivity infrastructure as well as trade linkages that have been built and our efforts in this regard through our development assistance to Afghanistan to sustain the growth and development there over the long term was something which was appreciated by the US side.

Shri Yatin Patel, OSD (PR): Suhasani from the Hindu has asked "according to US Embassy transcript during the Two-Plus-Two Rakshamantri said "Excellencies! In the area of defense we are challenged by reckless aggression on our northern borders" could the Government please confirm if these are Rakshamantri's words? If so, did India ask US for any assistance with this challenge?”

Shri Yatin Patel, OSD (PR): Nainima from the print has asked the Trump Administration has proposed to scrap the computerized Lottery system to Grant H-1B work visas to foreign technology professionals and replaced it with a wedge level-based selection process. What is MEA's response to this?

Shri Anurag Srivastava, Official Spokesperson:
Nainima, our response would be that people-to-people relationship is an important foundation of the special relationship between India and the US. In our engagements, we have emphasized that this has been a mutually-beneficial partnership which should be nurtured. We are engaged with the U.S. Government for increasing predictability in the visa regime and to minimize the inconvenience being faced by those in the U.S. or those who need to travel to the U.S. for bonafide reasons. Government of India will continue to monitor any developments on this issue.

Shri Yatin Patel, OSD (PR): Siddhant from Wion has asked "What is your reaction to US opening embassy in Maldives? Similar question from Nainima from the print.”

Shri Anurag Srivastava, Official Spokesperson: It is something between the US and the Maldives and I would not like to comment on this.

Shri Yatin Patel, OSD (PR): Dhairya maheshwari from Sputnik has asked, "if there was any discussion over the role of Pakistan in facilitating connectivity between Afghanistan and Central Asian countries during the second India Central Asia dialogue yesterday?”

Shri Anurag Srivastava, Official Spokesperson: Dhairya, there was a general discussion on promoting connectivity and development partnerships in the region, but I don't have the specifics.

Shri Yatin Patel, OSD (PR): Madhurendra from news nation has asked "Kashmir masle par Pakistan ka propaganda jari hai jabki pakistan ke khudke andruni halat nahin sambhal rahe hein. Bharat ka kya stand hai? India US Joint statement mein pak prayojit aatankwad ke jikr par Pakistan ne kadi pratikriya jatai hai. bharat ka kya jawab hai?” (Questioned in Hindi; Approximate Translation) "Pakistan's propaganda on the Kashmir issue continues, while Pakistan is not able to handle it’s own internal affairs. What is India's stand? Pakistan has reacted strongly to the discussions on Pakistan sponsored terrorism in the US joint statement. What is India's response?” Ranjit kumar from Rakshak news has asked "Pakistan's Foreign Ministry in its statement yesterday has described India as now Center of terrorism. Would you like to respond to this serious accusation?”

Shri Anurag Srivastava, Official Spokesperson: We have seen the comments by the Pakistan foreign office on the Indo-US Joint statement. The whole world knows the truth about Pakistan's role in supporting terrorism. No amount of denial can hide this truth, even their own leaders have time and again spoken about the role with regard to terrorism. The country which provides shelter to the maximum number of UN proscribed terrorists should not even attempt to play victim.

Shri Yatin Patel, OSD (PR): Ashish from ABP News has asked "Pakistan ne Bharat dwara Kashmir me jamin kharidne ke kannon mein badlav ke khilaf UN se turant hastakchep ki mang ki hai aur aarop lagaya hai ki ye bharat ki sajish hai kashmir ki aabadi ko aalpsankyak mein tabdil karne ki. Is par Bharat sarkar ka kya kehna hai?” (Questioned in Hindi; Approximate translation) "Pakistan has demanded immediate intervention from the UN against the change in the law of buying land in Kashmir by India and has alleged that it is India's conspiracy to convert the population of Kashmir into a minority. What does the Indian Government have to say on this?” Shailendra from news 18 has asked "Pakistan ne kal bayan jari kar Kashmir ke naye land law par tippani ki hai.Is par kya pratikriya hai?” (Questioned in Hindi; Approximate translation) "Pakistan has issued a statement yesterday and commented on the new land law of Kashmir. What is the reaction to this?” Siddhant from WION has asked "Pakistan has come up with a statement on Jammu-Kashmir land law. Any reaction?” Similar question from abdusamad from UNI Urdu.

Shri Anurag Srivastava, Official Spokesperson: You'd be aware that the Government has taken a number of measures in recent times for socio-economic development and for improvement of livelihood in the union territory of J&K, which is an integral part of India. These decisions relate to internal affairs of India and no country has the locus standi to comment on this.

Shri Yatin Patel, OSD (PR): Shailendra from news 18 has asked "agle mahine - Guru nanak dev jayanti par pakistan ne sikh shraddhaluon ko nyota bheja hai. Kya agle mahine kuch dino ke liye kartarpur corridor khola jayega? (Questioned in Hindi; Approximate translation) Pakistan has invited devotees on Guru Nanak Dev Jayanti next month. Will the Kartarpur Corridor be opened for a few days next month?

Kartarpur corridor ka movement suspend hua tha aapko gyat hoga Covid-19 situation ke chalte aur is samay hum sare concerned authorities Ministry of Health and Family welfare, Ministry of Home Affairs se sampark mein hein aur is corridor ko reopen karne ka decision Covid protocol aur restrictions jab ease honge us samay appropriate time pe liya jaega. You are aware that the movement of Kartarpur Corridor was suspended due to Covid-19 situation and we are currently in touch with all Concerned Authorities i.e. Ministry of Health and Family Welfare, Ministry of Home Affairs and the decision to reopen this corridor will be taken at an appropriate time as per Covid protocol and when the restrictions will be eased.

Shri Yatin Patel, OSD (PR): Akhilesh Suman from Rajya Sabha TV has asked how is air bubble different from other arrangements? Air bubble agreement has been finalized with Bangladesh. What are the details?

Shri Anurag Srivastava, Official Spokesperson: Akhileshji, air bubble arrangements are specific to the Vande Bharat mission and under these arrangements foreign airline's agree to organize their flights as per specific requirements of the mission and coming specifically to the air bubble arrangement with Bangladesh you would recall that at the sixth meeting of the Joint consultative Commission, which was held between the Foreign Ministers of the both sides on 29th of September. We agreed that we would initiate air travel bubble flights between the two sides and this was essentially to meet the requirement of travelers on both sides and pursuant to this understanding the bilateral air bubble has been operationalized from the 28th of October. 2 flights of the US- Bangla airlines flying on Dhaka- Kolkata and Dhaka -Chennai sectors were operated on the 28th of October and this inaugural flight was flagged off jointly by our High Commissioner as well as the Chairman of the civil aviation authority of Bangladesh and the CEO of US-Bangla Airlines. Now, these air bubble arrangements have been operationalized essentially to cater to the travel need of nationals of both sides. But what I would particularly like to point out here is that they cater to the urgent medical needs of Bangladeshi nationals traveling to India for treatment purposes. And as of now visas except tourist visas are being issued by our High Commission in Dhaka as well as our four Assistant High Commissions in Bangladesh. In the next few days we expect that major Indian and Bangladesh Airlines will commence flight operations under these arrangements.

Shri Yatin Patel, OSD (PR): Next set of question is on Saudi currency note. Maha from CNN News 18 has asked, "has India registered a complaint with Saudi Arabia over the new currency note?” Kalol from the Hindu has asked "will India raise the issue of Kashmir map in Saudi 20 riyal currency?” Shailendra from News 18 has asked "Saudi Arab ne 20 riyal ka note jari kiya hai jisme Jammu Kashmir ko galat tarike se dikhaya gaya hai. Kya is mamle par sarkar ne riyadh se is mudde ko uthaya hai?” (Questioned in Hindi; Approximate translation) "Saudi Arabia has released a 20 Riyal currency note showing Jammu and Kashmir wrongly. Whether the Government has taken up the issue with Riyadh?” Kamaljit from Aaj Tak has asked, "has India raised the issue of Kashmir map with Saudi Arabia?” Similar question from Suhasini from Hindu, Siddhant from Wion, Geeta Mohan from India Today and Anita Joshua from Telegraph.

Shri Anurag Srivastava, Official Spokesperson: We have seen the banknote referred by you which gives an incorrect depiction of India's external territorial boundaries. The note was issued by Saudi Arabian Monetary Authority on October 24 to mark the occasion of Saudi presidency of the G20. We have conveyed our serious concern to Saudi Arabia, both through their Ambassador in New Delhi as well as in Riyadh, for this gross misrepresentation of India's external territorial boundaries on an official and legal banknote of Saudi Arabia and asked the Saudi side for taking urgent corrective steps in this regard. I would like to further reiterate that entire Union Territories of Jammu and Kashmir and Ladakh are integral parts of India.

Shri Yatin Patel, OSD (PR): Next set of question is on China. Suhasini from the Hindu has asked "during the Two-Plus-Two Mr. Pompeo referred to the tensions with China at LAC and said that US will stand with to confront the Chinese Communist party's threats to security and freedom. China's Foreign Ministry has said LAC is a bilateral issue. Could MEA please confirm what is India's stand?” Madhurendra from News nation has asked "Two-Plus-Two dialogue ki safalta aur chin ke vistarwadi nitiyon pa US ke sidhe hamle se chin baukhla gaya hai. Chin ki taraf se jo kadi pratikriya samne aai hai uspe bharat ka kya kehna hai? Chin ye bhi keh raha hai ki seema vivad dvipakhshiye masla hai aur isme US hastakchep na kare. Bharat ka kya kehna hai?” (Questioned in Hindi; Approximate translation) "The success of the Two-Plus-Two dialogue and the US direct attack on China's expansionist policies have shocked China. What India has to say on the strong response from China? China is also saying that the border dispute is a bilateral issue and the US should not interfere in it. What India has to say?” Nainima from the Print has asked "there are reports that China has delayed Commander level talks due to India- US BCA. What is the latest on this?” Sandeep Dixit from the Tribune has asked "are there plans to hold working mechanism or any other bilateral engagement with China to resolve the border tensions?” Jai prakash from Dainik Jagran has asked "bharat aur Chin ke bich jari sainya tanav ki moujuda stithi kaisi hai? Dono deshon ke videsh mantralayon ke bich agle staar ki batchit kab hogi?” (Questioned in Hindi; Approximate translation) "How is the current state of ongoing military tension between India and China? when the next level of talks between the Foreign Ministries of the two countries will take place?”

Shri Anurag Srivastava, Official Spokesperson: As you are aware, the last round of the Senior Commander talks held on 12 October enabled in-depth discussions between the two sides resulting in enhanced understanding of each other’s positions. The two sides had agreed to maintain dialogue through military and diplomatic channels, and arrive at a mutually acceptable solution for disengagement as early as possible. They had also agreed to implement the understandings reached by the leaders of the two countries, not to turn differences into disputes, and jointly safeguard peace and tranquility in the border areas. Accordingly we have maintained communications with the Chinese side with a view to arrive at a mutually acceptable solution to the situation along the Line of Actual Control (LAC) in Eastern Ladakh and restore full peace and tranquility.

As regards the next round of talks, we will let you know when we have further information to share. Let me make it clear that there is no connection between this and any extraneous issue.

As regards the recent 2+2, may I remind you that EAM had stated that the Indo-Pacific region was a particular focus of our talks. We reiterated the importance of peace, stability and prosperity for all countries in this region. This is possible only by upholding the rules based international order, ensuring the freedom of navigation in the international seas, promoting open connectivity and respecting the territorial integrity and sovereignty of all states.

Vishnu from NDTV has asked "does India intend to review its policy of entering into defense deals with Turkish companies?”

Shri Anurag Srivastava, Official Spokesperson: Vishnu, I don't have anything on this as of now.

Shri Yatin Patel, OSD (PR): Madhurendra from News nation has asked "France ke virodh mein jis tareh se turkey or Pakistan sahit middle east ke kai desho mein nafrat ka alam sarkari star par dekha gaya hai, uspe bharat ka kya kehna hai?” (Questioned in Hindi; Approximate translation) What has India to say about the manner in which opposition to France has been seen at the state level in many countries of the middle-east including Turkey and Pakistan? Kamaljit fro Aaj Tak has asked "several countries including turkey criticized Macron. What is your reaction to that?”

Shri Anurag Srivastava, Official Spokesperson: Madhurendraji and Kamaljit, you would have seen our statement yesterday where we strongly deplored the personal attacks and unacceptable language on President Macron and we also condemned the brutal terrorist attack that took the life of a French teacher and we believe that there is no justification for terrorism for any reason or under any circumstance.

Siddhant from Wion has asked will India participate in any of the November Summits like BRICS, SCO, G20 Russia.

Shri Anurag Srivastava, Official Spokesperson: Siddhant these are important groupings of which we are members you would know and a formal announcement of our participation will be made appropriately.

Shri Yatin Patel, OSD (PR): Huma from Financial Express has asked how many countries have raised request for vaccine cooperation with India? What more details you can share on India's vaccine cooperation with other countries?

Shri Anurag Srivastava, Official Spokesperson: Huma you would know that as PM had announced in his speech to the UN General Assembly last month, India’s vaccine production and delivery capacity will be used to help all humanity in fighting the COVID-19 pandemic. India will also help all the countries in enhancing their cold chain and storage capacities for the delivery of Vaccines.

Accordingly, we have organised two training modules for our neighbouring countries in which about 90 health experts and scientists have participated. We propose to expand these programmes to include other interested countries.

From 17-19 October, a delegation of the concerned departments visited Bangladesh and had fruitful discussions with their Bangladeshi counterparts on the current stage of vaccine development in India and modalities of clinical trials in Bangladesh.

The concerned officials of the two sides have had a virtual interaction on Myanmar’s interest in cooperation on COVID19 vaccines. As the situation with respect to vaccine development evolves, the sides will discuss and decide on modalities of cooperation. In due course, depending on the trials in India, we propose to expand our cooperation with other countries also in clinical trials and capacity building for vaccine development, production and delivery.

Shri Yatin Patel, OSD (PR): Suman Sharma has asked "from now on will Australia be a permanent participant in the Malabar series, or is it just this time?”

Shri Anurag Srivastava, Official Spokesperson:
Suman you would have seen the press release by the ministry of Defence announcing that the Malabar series of exercises 2020 would be held in the Bay of Bengal and Arabian Sea later this year and this will see the participation of the Australian Navy. So as of now, this is the information that I have for you too. I don't have anything further on this.

Shri Yatin Patel, OSD (PR): Akhilesh Suman from Rajya Sabha TV has asked "Foreign Secretary is visiting three important European countries today onwards. Is he going to meet President Macron, Chancellor Merkel and Minister Boris Johnson? May we get the message he is carrying amidst the pandemic, any joint effort in post Corona period with the three countries and also will he discuss issues relating to border situation and terrorism with them?"

Shri Anurag Srivastava, Official Spokesperson: Akhilesh ji on Foreign Secretary's visit to Europe. Foreign Secretary is visiting France, Germany and UK from the 29th of October to the 4th of November and as regards the context of the visit. This is part of our continuing outreach despite the Covid-19 pandemic. You would know that all these three countries, we share democratic values with them. They are commonality of interests. They are our strategic partners. We have multi-dimensional bilateral relationship with them and as regards his meetings, there would be meetings with his counterparts and key interlocutors. But FS would also be interacting with business persons, academics intellectuals and media persons during his visit to these three countries. And on agenda is the international cooperation, of course that is the area of focus, the international cooperation in the area of Covid-19 pandemic. The elements of this cooperation are essentially cooperation and development of vaccines, therapeutics, diagnostics, essential medical equipment, on ensuring safe high-quality and affordable treatment for Covid-19, on enhancing the supply chain resilience, as also on supporting the global economic recovery. So these are elements of our cooperation which would be discussed in terms of our international cooperation on Covid-19 pandemic. They would also be of course review of bilateral relations. These three countries as I mentioned are very important bilateral partners. Two other elements on the agenda, one would be the discussion in terms of cooperation in multilateral fora, particularly the UN in the context of our forthcoming non-permanent tenure at the UN Security Council and the other is of course on the Indo-Pacific region where our commitment to free open and inclusive Indo-pacific. This will be discussed. So largely this I thought will give you some elements of the visit.

(Questioned in Hindi; Approximate Translation) "10 citizens from Uttar Pradesh went to Somalia for work in February but after receiving salary for 2 months their salary was stopped. Their family members say that the company has seized their passports. Is MEA taking steps for their release.”

Shri Anurag Srivastava, Official Spokesperson: Shailendraji, aap jis case ke bare mein pooch rahe hain shayad ye 33 bhartiye nationals ke baare mein hai jo ki UP, Bihar, Himachal, Punjab aur Gujrat se hein aur somalia mein kaam kar rahe hein. Is ke bare mein jankari hamare mission Kenya mein jo ki somaliya cover karta hai unko mili. Aur uske baad hamare mission ke afsar wo specifically is wajah se wo Kenya se Somalia unhone travel kiya aur unhone wahan pe foreign office ki madad se employers matlab company se baat ki aur unhone workers se bhi baat ki. Aur batchit ke baad company wale tayar ho gaye hein, unke dues clear karne ke liye tayar hein. Aur unhone ye bhi kaha hai ki jo wapas jana chahen unko wapa jaane ke liye facilitate karenge. To hamara mission isme jo bhi jaroori kadam hai utha raha hai. Aur hame ummid hai ki pehla batch, karib 8-10 logon ka pehla batch 27 ya 28 tarikh ko unko aana tha. To ho sakta hai ki jald hi ek in 33 logon mei se kuch log bharat wapas aa jayen. Unko keh diya gaya hai ki jo bhi wapas aana chahen unko aane diya jaega saath saath company jo unke dues hein unko bhi clear karegi. (Answered in Hindi; Approximate Translation) Shailendra ji, the case you are asking about, perhaps this is about 33 Indian Nationals who are from UP, Bihar, Himachal, Punjab and Gujarat and working in Somalia. Information about this was received by our Mission in Kenya which also covers Somalia. After that the officer of our mission traveled from Kenya to Somalia and he talked to the company with the help of foreign office and he also talked to the workers and after talking to the company they agreed to clear the dues and they have also said that those who want to go back will be facilitated. So our mission is taking whatever necessary steps and we hope that the first batch of about 8 to 10 people was supposed to come back on the 27th or 28th. So maybe some of the 33 people will return to India soon. They have been told that whoever wants to come back will be allowed to come as well as the company will clear their dues.

Shri Yatin Patel, OSD (PR): Brahma Prakash from Zee news has asked "Vijay Mallya, Nirav Modi ke prtyarpan ko le kar kya update hai?” (Questioned in Hindi; Approximate translation) "What is the update regarding Vijay Mallya and Nirav Modi's extradition?”

Shri Anurag Srivastava, Official Spokesperson: Vijay mallya ke pratyarpan ke bare mein mene kaha tha ki unka jo "leave to appeal" supreme court mein tha usko reject kar diya gaya hai. Ye 14 mai 2020 ko ho gaya tha aur uske baad UK side ne hamen baataya ki koi confidential legal issue hai jiske wajah se unka pratyarpan ho nahin paa raha hai. Aur is samay hum UK side se is baare mein batchit kar rahe hein aur hum unse sampark mein hein. Nirav Modi ke mamle mein unki extradition hearing 7 se 11 september 2020 Westminster Magistrate Court London mein honi thi, wo hui hai aur is dauran prosecution ne apna case unke khilaf jo hai usko present kiya. Agli hearing 3 Nov 2020 ko scheduled hai. Saath hi saath hum logon ko jankari mili hai ki Nirav Modi ne bail ke liye apply kiya tha 9 october ko aur jo grounds tha bail ka wo mental health ke grounds par unhone apply kiya tha aur ye bail application unki jo reject ho gayi hai. (Answered in Hindi; Approximate translation) "About Vijay Mallya's extradition, I told you earlier that his "right to appeal” in the Supreme Court has been rejected. This took place on 14th May 2020 and after that the UK side told us that there is a Confidence Legal issue due to which he is not being extradited and we are currently talking to the UK side about this and we are in contact. In the case of Nirav Modi, his extradition hearing was to be held from 7 to 11 September 2020 at the Westminster Magistrate Court in London, during which the prosecution presented its case against him. The next hearing is scheduled on November 3, 2020.
