Official Spokesperson, Shri Gopal Baglay: Namashkar Mitron! Good afternoon and welcome to all of you. Aap sabhi ka swagat hai. Main jaanta hoon ki aaj kaa din ek bahut mahatvapoorn din hai Bharat ke ganatantra ke itihaas mein kyonki ek naye Rashtrapati ke chunaav ke nateeje aane waale hain kuchh hi der mein aur aap sab aur aap ke sabhi colleagues unkaa intezaar kar rahe hain. I am really very encouraged to see all of you. I was, maybe in my heart, expecting a little drop in the attendance today. So thank you once again.

I have two brief announcements to make, first one is fresh from the oven. As I was walking inside then only I received this information which I am about to share with you right now. It is about entry into force of India-Japan Agreement for cooperation in the peaceful usage of Nuclear Energy, which has entered into force today i.e. on July 20, 2017 with the exchange of diplomatic notes between Foreign Secretary Dr. S Jaishankar and the Ambassador of Japan to India, His Excellency Mr. Kenji Hiramatsu.

The agreement was signed, as you would recall, on November 11, 2016 in Tokyo during the visit of Prime Minister Shri Narendra Modi to Japan. This agreement between India and Japan is a reflection of the strategic partnership between the two countries and will pave the way for enhanced cooperation in energy security and clean energy. The agreement seeks to promote full cooperation between the two countries in the development and usage of Nuclear Energy for peaceful purposes on a stable, reliable and predictable basis.

This text will also be released very shortly as a press release. The other small announcement, which actually is a carry forward from the last week. You would recall that last week when we had an interaction there was a tragic fire incident in Najran, Saudi Arabia in which eleven Indians had lost their lives and 5 Indians had been hospitalized with injuries. Now the good news is that out these five, two have been discharged and their names are Mr. Mohammad Sadiq and Mr. Musaahik Raza, both are from Uttar Pradesh. The other three still continue to be in treatment. Out of the 11 people who had passed away as a result of the fire incident, the mortal remains of three of them have been buried in Saudi Arabia itself after ascertaining the wishes of their families and arrangements are being made to transport the mortal remains of eight of them at the earliest possible. This also is in accordance with the wishes of the family.

Our Consulate General as well as our Embassy in Saudi Arabia are in touch with the concerned authorities to both facilitate the transfer of mortal remains and also to ensure the best possible medical treatment to those three of them who still are in the hospital and of course to discuss the Saudi authorities and their employers the issue of compensation etc.

So these two are my announcements for today. I am in your hands for the questions.

Question: Gopal, Does the international community is with India on the Sikkim stand-off. What is the basis of the statement, has India made any diplomatic outreach, have you met any leaders or have you spoken to any envoys or world leaders on this issue?

Official Spokesperson, Shri Gopal Baglay: Thank you for the question. In fact I am aware that there were some parliament questions today in Rajya Sabha for which the answers were provided by the Minister. I think what you are referring to is a start question to which the answer is submitted in oral form, then there are supplementary. As to your question whether India has spoken to world leaders about this matter, I would think that it is not appropriate for me to comment on the diplomatic discussions and interactions that take place as a regular matter and also on sensitive issues, on important issues of this nature. So I would not like to go into this and I would seek your understanding for that.

I would not like to go into the details of how and what and with whom, when such conversations have taken place, if they have taken place. What I would like to tell you and I would like to draw your attention back to the statement we had made last month and after that from time to time we have reiterated that basically India’s approach has been to find peaceful resolution of all matters concerning the border with China.

We have also underlined and this was done in government’s briefing to the political parties, last Friday, about the Astana consensus which is about one of the points there is that the differences between India and China should not be allowed to become dispute. So it is obvious that every responsible power, every responsible person and player in the world of course prefers peaceful resolution of matters that are in hand. So that would be my answer to your question.

Question: What are the options, you said that you would be dealing with this issue through diplomatic channels with China. In case, the two countries fail to reach any agreement, is the option open for India to going to any of the world bodies, UN or going to any international bodies or formally approaching the UN Security Council to protest the Chinese intrusion into Bhutan?

Official Spokesperson, Shri Gopal Baglay: In a sense you have answered your own question and that answer is in the last part of your question, which is Chinese intrusion into Bhutan that is what you mentioned. I would again go back, it is a very hypothetical question that you have asked, "if this happens, then what we will do” I would say that it has not been in tradition with any of my predecessors or a practice with me to answer hypothetical questions. As you are aware we have said last time that diplomatic channels are available, they have been available, diplomatic communications, to the best of my understanding had never stopped and that’s where the matter is.

Question: Is Mr. Doval likely to visit China next week for the BRICS meeting and is he likely to meet Chinese leaders on this current stand-off also?

Official Spokesperson, Shri Gopal Baglay: As far as the visit of National Security Advisor to China for the BRICS NSA meeting is concerned I can confirm to you that indeed yes, he will be visiting. I think the visit will take place on 27th and 28th of this month and as you yourself have mentioned that this is a visit in the context of the BRICS National Security Advisors Meeting.

As to any other engagements during the visit, we will keep you informed as and when there are developments.

Question: He asked about diplomatic exchanges and the talks which you are talking about since the last week, has there been any forward movement on the ground at Doklam according to you? And secondly, in 2014 when Xi Jinping came to India there was a proposal to have a hotline between India and China. Has it become operational or it is just remains at that?

Official Spokesperson, Shri Gopal Baglay: I will have to check about the second question, the hotline. At the moment I don’t have information, I can check that out and let you know.

As to the question of forward movement, this is a matter which both the governments have been seized with. This is a matter on which we have a very clearly articulated approach, not merely on the position, not merely on the outcomes of the talks between SRs, specifically the 2012 understanding regarding the tri-junctions but also we have very very clearly and in great detail mentioned what approach India has consistently followed.

So let me not get into situation where I would be judging as to what has happened or what has not happened. Clearly both sides, as I mentioned that the diplomatic channels and diplomatic communications have never been broken. We have an embassy there and they have an embassy here, so obviously the channels are there. The diplomatic communications do takes place. So let me not get into a situation where I would be making a comment on whether there is a forward movement or not and how much. Let’s not get into that right now, let’s focus on the efforts which is more important.

Question: Did Bhutan formally request India for help?

Official Spokesperson, Shri Gopal Baglay: I would go back to what we had said on 30th June, if I am not mistaken about the date. We had given the description of what had happened on 16th June etc. and we had said that, "In keeping with the tradition of maintaining close consultations of matters of mutual interests Royal Government of Bhutan and the Government of India have been in continuous contact through these unfolding developments” i.e. what happened on 16th June and thereafter. And then we had said, "In coordination with Royal Government of Bhutan, Indian personnel who were present at the general area of Doklam, then whatever that happened.

So it has been in the tradition of close consultations, it has been coordination with the Royal Government of Bhutan. Now I cannot get into saying that whether the ball came first and then the batsman went forward or whether the batsman had taken a stand before the ball was bowled, so those matters, it is not for me and sometimes not even in my knowledge, frankly speaking as to what came first.

Question: I want to go back to the Doklam issue, China has repeatedly said that it has declined all offers by India for talks and India in contrast has repeatedly made offers for talks. So now what is one supposed to make of this standoff, is it fair to assume this India is coming across as more eager for talks when China steadfastly refuses to talk to India?

Official Spokesperson, Shri Gopal Baglay: I must say my understanding of what you said, the Chinese statement, is different and certainly of our own statements. I don’t know how you would reach a conclusion that would have you say what you just said. What we have clearly said always is about our approach, what we have clearly said always is about the diplomatic channels, the diplomatic communications remaining available, not being broken off. So in such sensitive matters who has made the offer and who has reacted or not reacted and in what manner, I think in terms of specifically dealing with the matter at hand it is best left to the diplomats to conduct what they are good at, which is diplomacy, which is trying to find peaceful solution to the matter.

Question: The Chinese have put a pre-condition of withdrawal of Indian troops for any meaningful dialogue. EAM Sushma Swaraj in Rajya Sabha today said that we want a mutual withdrawal or withdrawal from the either side to restore the pre 16th June situation. Could you please list out that post 20th June how many flag meetings we had with the Chinese and to show our sincerity to resolve the problem how many bilateral contacts we have established with Chinese to resolve this issue?

Official Spokesperson, Shri Gopal Baglay: So your first question is about how many flag meetings and how many contacts we have had.

How many contacts we have had is more difficult than counting all deliveries bowled in a test-match over five days. I would seek understanding that if I am not able to go into how many contacts, or what type of contacts, or at what levels. When you talk about deliveries in a test match you don’t talk about roughly. If I say roughly you will say no, you are only saying 6.8 overs and you are not saying 6.2 overs or 6.3 overs, so let me get into that.

I am aware of the flag meeting having taken place after 16th June, now whether there was one or more I am not sure but I can get back to you and I am marking it something on my account and I will get back to you.

Now to the question about pre-condition, I have seen the statement made today, what has been said is that the diplomatic channels have not been impeded or have been un-impeded, so I think it is important to the aspect what I also said about diplomatic communication have never been broken and diplomatic channels remaining available, which is what we also said last week.

Question: Sir, you suggested that there has been a lots of contacts?

Official Spokesperson, Shri Gopal Baglay: No.

Question Contd.: You haven’t?

Official Spokesperson, Shri Gopal Baglay: The question asked was how many contacts and what type.

Question Contd.: Ok, I will ask a simpler question. When was the last time, whether in China, whether in India or anywhere else, Indian and Chinese diplomats and officials have met on this issue? And also sir, is Bhutan and India on the same page still, on the subject?

Official Spokesperson, Shri Gopal Baglay: The diplomatic channels remaining available and diplomatic communications remaining available obviously implies that it is a process. And in the process, again what I was asked in the beginning about whether we have spoken to world leaders and to whom all we have spoken and how many times, those are not the types of details I think I should go into at this stage and in this type of forum. I think it should suffice to say that there are diplomatic channels, there are diplomatic communications taking place and there are embassies, our embassy in Beijing and their embassy in New Delhi.

If you recall around 29th, the Royal Government of Bhutan had also issued a press release, they had said that they had taken up the matter, they had protested and they would like the status quo ante i.e. before 16th June 2017 to be restored which is also what we have been saying that there has been an understanding of special representatives, that there is a certain approach outlined for resolving the tri-junction issues and that should not be altered unilaterally. So I will leave you to draw your own conclusions on that but I think that there has been a tradition of close consultations and coordination and cooperation between Government of Bhutan and India and on this matter specifically their request of asking Chinese to go back to the situation where it was before 16th June, 2017 is essentially the same what our approach also is.

Question: Mr. Baglay, there are two Chief Ministers, Mehbooba Mufti and Mamta Banerjee who have both spoken about Chinese meddling in J&K and Bengal respectively. Do we know what the nature is of this Chinese interference in these two states?

Official Spokesperson, Shri Gopal Baglay: It was a no-ball to begin with because you had asked a question. I understand your question and I understand the concern in which you have asked it. I won’t like to comment on what political leaders or Chief Ministers say especially about external relations. We had seen the comments made by the Chief Minister of Jammu & Kashmir, it was soon after the briefing to the political parties or after her meetings in Delhi. We had also seen the comments made by the Chief Minister of West Bengal.

The fact of the matter is as far as Jammu & Kashmir is concerned we all know what the problem is and the problem indeed is the cross-border terrorism which emanates from our neighbor Pakistan and also the parts of Jammu & Kashmir occupied by Pakistan. So you all are very well aware of government’s position on that and the concerns and the repeated demands that we have made and international community has made on Pakistan to put an end to cross-border terrorism.

Question: The National Security Advisor will be visiting Beijing. There are reports that the Chinese side has laid conditions for any kind of dialogue. Has the Indian side sought a meeting with the special representatives on the sidelines of the BRIC-NSAs meet or is that meeting absolutely ruled out? And a request, no cricked analogies as I don’t understand.

Official Spokesperson, Shri Gopal Baglay: Well this was a dead ball. I am sorry I had thought of this analogy before you said no to cricket analogy.

The fact is that I had answered the question by one of your colleagues saying that yes, indeed NSA will be visiting Beijing on 27th and 28th for the BRICS-NSA meeting. As to other engagements during that visit, if there is anything, if there are any developments, we will keep you informed.

Question: There have been a number of ceasefire violations along the LOC, the Pakistani’s have been calling the DHC, this is second time consecutive death, so have we also raised the issue and also your comments on yesterday’s development of US declaring Pakistan as a safe haven.

Official Spokesperson, Shri Gopal Baglay: Well it is correct that Deputy High Commissioner was summoned on what Pakistan alleges to be ceasefire violations by India. He was asked to visit the Foreign Ministry yesterday and to my understanding, today also. The fact of the matter is that we have also protested to Pakistan in writing about the ceasefire violations that have taken place, I would say, more significantly, more in numbers and also in terms of the damage that they have caused.

We have told Pakistan that our troops do not initiate ceasefire violations or fire in any way but they do have to respond to the un-provoked firing from the Pakistani side. We have also let the Pakistan side know that we have noticed increased movements of infiltrators, terrorists in the vicinity of Pakistan army posts and of course generally across the Line of Control and that’s a security threat to us so we do need to take action to neutralize it.

Basically the fire that has been coming from Pakistan side has essentially been in the nature of cover fire for these infiltrators. To the best of my understanding, I think there have been more than 240 ceasefire violations this year itself which is a very significant increase from last year and it is not only in terms of quantity of ceasefire violations but you would recall that in the recent days and weeks, the number of civilians as well as army personnel have been martyred in these ceasefire violations from Pakistan side.

I think in the past few days alone this month four Indian soldiers have been martyred and there was this very worrisome incident in which 200 school children were trapped as a result of shelling by Pakistan. So we have also told Pakistan that we have noticed that they have started deliberately targeting our civilian area and we have asked them that the 2003 ceasefire understanding should be maintained. That is where this situation essentially is and it is important to maintain peace and tranquility along the line of control but the fact of the matter here is that the Line of Control is coming under a strain, peace and tranquility there is coming under a strain because of repeated attempts by these infiltrators to cross into India and the terrorists to cross into India from the other side and by the attempts of Pakistan military forces to provide them cover.

On the issue of US terming Pakistan as safe haven, it speaks for itself essentially the fact that the report mentions about the safe havens available, about the lack of action on part of Pakistan against specific groups and those groups have been named like Lashkar-e-Taiba, Jaish-e-Mohammad, the Haqqani, Afghan Taliban and also the opportunity available in Pakistan for these groups and their leaders to continue fund raising, to carry on these activities, all these details are mentioned in the report in great detail.

It has mentioned this not only in the context of Pakistan but also essentially in the context of its neighbors Afghanistan as well as India about cross-border which has affected both these countries and which emanates from Pakistan. This is what we have been saying and as you would recall terrorism, specifically cross-border terrorism in our region has been a very strong focus of our engagement with the international community and also for our leadership.

You would recall that recently in the G20 Summit, our Prime Minister has put forward 11 points as suggestion and the G20 leaders came out with an action plan. So what we see here is that the international community is on the same page as far as India is concerned regarding the menace of terrorism and specifically cross-border terrorism in our region emanating from Pakistan and there is solidarity which you saw last year after the Uri terrorist attack. That solidarity is now moving towards enforcement and action so that this menace of, which is not merely directed against us but against all humanity, it should be stopped.

Question: How much have the number of medical visa applications from Pakistan dropped after this rule has come that they have to get a letter from Mr. Sartaj Aziz?

Official Spokesperson, Shri Gopal Baglay: I am afraid that I don’t have the statistics, I am sure my team would have it and we will let you know shortly.

Question: ………(Inaudible)……..

Official Spokesperson, Shri Gopal Baglay: No, we have protested. I said that we have protested in a note verbal.

Question: Some would say that the Americans have been using boilerplate language year after year in their annual country reports on terrorism. Are you satisfied with the language used this time or do you want to see the US government do more in so far as Pakistan and cross-border terrorism is concerned?

Official Spokesperson, Shri Gopal Baglay: It’s a question with a very wide canvas. I would like you to go back to the joint statement that we had with the United States after the visit of the Prime Minister. It is not only a question of words and we are on the same page here, we means you, me and India and United States because what we are saying here is just not words.

You see in the joint statement there was recognition that terrorism is global scourge, it’s a menace that needs to be fought, and we had resolved to fight it together. There was specific mention of Al-Qaida, ISIS, Jaish-e-Mohammad and the call on Pakistan to ensure that its territory is not used to launch terrorist attacks on other countries and there were other details also.

What we have seen also is a number of bilateral measures that US has taken or proposed to take vis-à-vis Pakistan in this regards. Then you are of course aware while the Prime Minister was in Washington and on the day that we had talks with President, Syed Salahuddin was designated as a global terrorist by the United States. United States had made a request along with other countries for Maulana Masood Azhar to be listed under the relevant UN Sanctions Committee. So there are a number of steps which are being taken here, both by the United States in consultation and coordination with India and also with other countries because terrorism emanating from this particular source as I have said, is a global concern. It contributes to the global menace of terrorism very largely and substantially.

Now there is also the fact that if you look at the India section of the report of the State Department on terrorism which was brought out yesterday, you would see how much cooperation is listed there between India and United States on counter terrorism and also on enforcing financial measures etc. regarding terrorism.

So there is obviously a great deal of cooperation which is going on between the two countries which results into specific actions and outcomes.

Question: Pichhali baar Kulbhushan Jadhav ki maa ke visa par vichaar karane ki khabar aai thi to yahaan bataayaa gaya thaa ki abhi tak yahaan koi soochna nahi milii hai. To us vishay par abhi kyaa update hai, aur wahaan ke senaddhyaksh ke pass maamalaa pahunch chukaa hai to us vishay par kyaa update hai?

Official Spokesperson, Shri Gopal Baglay: Dekhiye hamaare pass naa to is baare mein koi jaankaari hai aadhikaarik taur par ki Jadhav saahab ki mataji ke visa ke baare mein kya prakriya chal rahi hai ya us par koi nirnay liyaa gayaa hai yaa nahi liyaa gayaa hai yaa vichaaraadheen hai to kis prakaar se vichaaraadheen hai. Is sambandh mein koi jaankaari nahi hai.

Doosari cheez jo aapane kahaa ki wo maamalaa unki appeal ka senaadhyaksh ke paas pahunch gayaa hai us sambandh mein bhi hamein aadhikaarik taur par koi jaankaari nahi hai. Hamane bhi wahi media report dekhi hain jo sambhavtah aapane bhi dekhi hain.

Question: What’s next as far as the fate of 39 Indians in Mosul is concerned. There was some references to some jails, is there any clarity are these jails under whose control because reports have also been pouring in of discovery of some mass execution sites in the areas that have been cleared.

Official Spokesperson, Shri Gopal Baglay: The fact is that EAM had made a detailed statement to the media last Sunday after meeting the families of these 39 Indians, which took place right here in these premises. What was mentioned was that the prison in Badush where they were last reported to have been confined is not cleared, is not under the control of Iraqi security forces that is what General V K Singh was briefed when he visited. Despite having made an effort he could not go in because that clearing had not taken place, it was in progress and it was not possible to go into those areas.

So that is the situation, we are possibly going to have the visit of the Iraqi Foreign Minister some time soon and I am sure that this issue will be a subject of further conversation during that visit. We may be making an announcement about his visit shortly.

Question: Going back to the China-India-Bhutan border issue, given the rhetoric coming from Chinese publications linked to the ruling party talking of war, 1962, threatening that Indian troops should withdraw, would you say that the Chinese side is being unnecessarily provocative and how would you describe India’s own public approach to the issue given that you are referring back to the previous statements made weeks ago and not giving new comments that would, maybe, fuel the fire here. So I am just wondering you could characterize both sides in terms of how you are handling the dispute publicly? Thanks.

Official Spokesperson, Shri Gopal Baglay: I can only characterize my side which I would say is reasonable.

Question: I want to go back to a previous question, West Bengal’s CM mentioned what was happening in the parts of the West Bengal, but what Mehbooba Mufti had said because West Bengal has no parts with Kashmir, so I want to know whether, are you sure or are you denying that China has no role in what is happening inside Bengal particularly in the Northern part of the Bengal?

Official Spokesperson, Shri Gopal Baglay: You again want me to comment on the remarks of a Chief Minister. If it were to be your question I would perhaps answer it differently.

Question: Given the state of bilateral relations between India and China, is there a possibility that this current stand-off might impact the BRICS?

Official Spokesperson, Shri Gopal Baglay: The BRICS what?

Question Contd.: The BRICS summit.

Official Spokesperson, Shri Gopal Baglay: I am sure what we put out from Hamburg after the BRICS informal leaders meeting. I don’t recall the exact words but what we mentioned in that was what had transpired in the informal meeting of the leaders which is a tradition. President Xi Jinping was the Chair because China is the president and the other four leaders including Prime Minister Modi were present and when the Prime Minister’s turn came to speak, he wished China’s success and he extended all support to China for successful Xiamen summit of BRICS and responding to Prime Minister’s remarks and good wishes and the expression of support for the BRICS summit, the Chinese President appreciated India’s growth, India’s economic performance and reforms and also mentioned that Goa summit of BRICS was an important success and China would like to build on that.

So I think this should answer your question.

Question: In the context of an earlier question during the briefing regarding comments made by the Chinese foreign ministry today on the pre-condition of Indian troops withdrawing, I noted that you chose to focus on another part of what the Chinese foreign ministry spokesperson said, which was on the diplomatic contacts remaining un-impeded. Is that an area of the conversation that you hope expands from the Chinese foreign ministry as well increasing focus on diplomacy as opposed to rest of the rhetoric that we have been hearing, is that something that you are hoping for?

Official Spokesperson, Shri Gopal Baglay: You have basically asked the similar question in different words, I am afraid my answer would be more or less same because I would essentially say that I cannot comment on what others would say or should say. I would only say what my country’s approach is, my government’s approach is and how we wish and we are handling this particular situation which has been repeated to you several times.

Question: In that US report on terrorism they have put Naxal insurgents on the same page with terrorists like LeT, JeM also. Does the government of India agrees on this point of view of the government of United States?

Official Spokesperson, Shri Gopal Baglay: You have to understand that the report is called the country report, so there are many countries in which how the terrorism phenomenon unfolds or has unfolded in the year in question, in this case 2016, those details are provided. I am sure you would agree that the methods used by Naxalites in our own country, although it is not my area, they also cause huge damage and devastation and loss of life including of innocent personnel and they have taken heavy toll on our security forces also at times. If that is terrorism when we all know it is terrorism and what the global community and India’s conversation have been is to fight of all types of terrorism, without any discrimination.

Question: Jab se Dokalm vivaad saamane aayaa hai, amooman aap logon ki taraf se yahi kahaa gayaa hai ki iske kootneetik samaadhaan ki taraf hum jyaadaa dhyaan de rahe hain lekin pratikriyaa ke roop mein China ki taraf se jo bayaan hain wo kaafi teekhe hain. Ab aise mein sawaal ye hai ki China ke bayaanon ka jo teekhaapan hai, aapko asahaj karataa hai yaa aap maanate hain ki ye bahut saamaanya hai aur China wale isi lahaze mein baat karate hain?

Official Spokesperson, Shri Gopal Baglay: Maine kakshaa 5 mein Kabir ka ek dohaa padhaa thaa,

Question: In her reply to a Congress-member question in the Rajya Sabha today the External Affairs Minister said that India’s stance is correct and as is being perceived by other countries also. What are the countries that she is counting in this other than Bhutan, US and Australia?

Official Spokesperson, Shri Gopal Baglay: This question was asked in the beginning and towards the fag end you have asked more or less the same question. Again I am constrained to say what I had said, it is not correct for me to go into specifics of diplomatic communications generally but also specifically on these sensitive matters. It is also not correct for me to interpret what EAM has said. She has said and it is very clear, she has said it in the parliament of India which represents the sovereign, the people, the democratic body of the country. The thing is absolutely clear. India’s approach is to resolve the matter peacefully. We have said this on earlier occasions and it is very clear that in the world everyone would like sensitive matters to be addressed in a peaceful manner.

Question: America ne lagaataar doosare saal Pakistan ko aatankiyon ka panaahgaar bolaa hai, kya waqt aa gayaa hai ki Bharat apani taraf se Pakistan ko aatanki rashtra ghoshit kar de aur nahi to kyon nahi?

Official Spokesperson, Shri Gopal Baglay: Baat darasal ye hai ki naam badalane se kaam nahi badal jaataa.
