INFORMAL SUMMIT WITH CHINA


3904. SHRI MANISH TEWARI:

Will the Minister of EXTERNAL AFFAIRS be pleased to state:-

(a) the rationale behind the informal summits with the President of the People’s Republic of China Xi Jingping in Wuhan on April 27th and 28th and in Mamallapuram on 11th and 12th of October 2019;

(b) the details of the discussion held between the Prime Minister and President Xi Jingping at both these informal summits respectively;

(c) whether there was any discussion or decision with regard to the resolution of the outstanding border disputes with China in the Northern, Central and Eastern Sectors respectively and did the Prime Minister formally or informally raised the border question with President Xi Jingping at both or either of these summits respectively;

(d) if so, the details thereof; and

(e) whether the Prime Minister had such informal summits with Prime Minister/President/Head of State of any other country and if so, the details thereof and if not, the reasons why was China the only country singled out for this mode of interaction?

ANSWER

(a) & (d) Prime Minister Modi and the President of the People’s Republic of China Mr. Xi Jinping have held two Informal Summits. The first was held on April 27-28, 2018 in Wuhan, China and the second was held on October 11-12, 2019 in Chennai, India. These Informal Summits enabled the two leaders to hold direct, free and candid exchange of views on issues of over-arching, long-term and strategic significance, without the constraints of protocol and pre-set agenda.

In these Summits, the two leaders reaffirmed that both sides will prudently manage their differences and not allow differences on any issue to become disputes.

The two leaders appraised the work of the Special Representatives and urged them to continue their efforts to arrive at a mutually-agreed framework for a fair, reasonable and mutually acceptable settlement based on Political Parameters and Guiding Principles that were agreed by the two sides in 2005. In the interim, the two leaders also reiterated their understanding to ensure peace and tranquility in the border areas.

(e) Prime Minister Modi has held an Informal Summit with Russian President Mr. Vladimir Putin on May 21, 2018 in the city of Sochi in the Russian Federation.
