Will the Minister of External Affairs be pleased to state:
(a) whether the Indian authorities have seized a dual use autoclave/instrument with military applications from a Pakistan bound Chinese merchant vessel near Kandla port recently and if so, the details thereof;
(b) whether the Ministry has conveyed its concern to the Chinese Government regarding possible proliferation due to misuse of these Chinese entities; and
(c) if so, the details and the response of the Chinese Government/Authorities in this regard including the steps taken by the Government on the issue?
ANSWER

(a) to (c) Indian authorities seized an autoclave, which is a dual-use controlled item and was mis-declared by the vessel at the Kandla port. We conveyed our proliferation concerns to the Chinese side.
