UNREST IN KASHMIR

463. SHRI B. SENGUTTUVAN:

Will the Minister of EXTERNAL AFFAIRS be pleased to state:

(a) whether the terrorist organisation Hizb-ul-Mujahideen having nexus with Pakistani ISI is responsible for the unrest in the Kashmir valley, viz., stone-pelting and armed attack on Indian forces and if so, the details thereof;

(b) whether during the visit of the Prime Minister to the US, US President assured India of his pledge to eradicate religion-based terrorism and if so, the details thereof;

(c) whether the joint statement by India and the US called on Islamabad not to use its soil for cross-border terrorism, which is a major credit to the diplomatic efforts of the Ministry and if so, the details thereof; and

(d) whether the US has declared the Hizb-ul-Mujahideen Chief, Syed Salahuddin, a Global Terrorist on the suggestion of India, which is a success for the Indian diplomacy in the face of Pakistani lobbying over the slain terrorist Burhan Wani and if so, the details thereof?

ANSWER
THE MINISTER OF STATE IN THE MINISTRY OF EXTERNAL AFFAIRS
[GEN. (DR) V. K. SINGH (RETD)]

(a) Hizb-ul-Mujahideen, a proscribed terrorist organisation, has been responsible for perpetrating violence and terrorist attacks in India, including in the state of Jammu and Kashmir.

(b) & (c) The Joint Statement issued following Prime Minister’s meeting with the President of the United States of America on June 27, 2017 interalia stated that "the leaders stressed that terrorism is a global scourge that must be fought and terrorist safe havens rooted out in every part of the world. They resolved that India and the United States will fight together against this grave challenge to humanity. They committed to strengthen cooperation against terrorist threats from groups including Al-Qa’ida, ISIS, Jaish-e-Mohammad, Lashkar-e-Tayyiba, D-Company, and their affiliates.”

The statement also stated that "the leaders called on Pakistan to ensure that its territory is not used to launch terrorist attacks on other countries. They further called on Pakistan to expeditiously bring to justice the perpetrators of the 26/11 Mumbai, Pathankot, and other cross-border terrorist attacks perpetrated by Pakistan-based groups.”

(d) Yes. On June 26, 2017 the United States Department of State designated the Hizb-ul-Mujahideen leader, Mohammad Yusuf Shah a.k.a. Syed Salahuddin, as a Specially Designated Global Terrorist.
