INDO-JAPAN NUCLEAR COOPERATION
6283. SHRIMATI K. MARAGATHAM:
Will the Minister of EXTERNAL AFFAIRS be pleased to state:
(a) whether India and Japan differed on nuclear tests and if so, the reasons therefor;
(b) whether Japan wanted India to maintain its commitment to voluntary unilateral moratorium; and
(c) if so, the details thereof and the response of India thereto?

(a) The Agreement between the Government of the Republic of India and the Government of Japan for Cooperation in Peaceful Uses of Nuclear Energy was signed on November 11, 2016. Article 3 of the Agreement, inter-alia, states that "Cooperation under this
Agreement shall be carried out only for peaceful and non-explosive purposes”.
(b) & (c) India independently maintains a voluntary and unilateral moratorium on testing. This policy remains unchanged.
