INDO-JAPAN NUCLEAR COOPERATION

6283. SHRIMATI K. MARAGATHAM:

Will the Minister of EXTERNAL AFFAIRS be pleased to state:

(a) whether India and Japan differed on nuclear tests and if so, the reasons therefor;

(b) whether Japan wanted India to maintain its commitment to voluntary unilateral moratorium; and

(c) if so, the details thereof and the response of India thereto?

ANSWER
THE MINISTER OF STATE IN THE MINISTRY OF EXTERNAL AFFAIRS
[GEN. (DR) V. K. SINGH (RETD)]

(a) The Agreement between the Government of the Republic of India and the Government of Japan for Cooperation in Peaceful Uses of Nuclear Energy was signed on November 11, 2016. Article 3 of the Agreement, inter-alia, states that "Cooperation under this Agreement shall be carried out only for peaceful and non-explosive purposes”.

(b) & (c) India independently maintains a voluntary and unilateral moratorium on testing. This policy remains unchanged.
